CTP Deputy Devrim Barçın stated that BRTK’s appropriations should be prepared according to the rules of the Labor Law and said, “Investments should be made over the real salaries of BRTK employees.”
After the TAK budget, the 2022 Fiscal Year Budget Bill of the Bayrak Radio and Television Corporation (BRTK) was discussed in the General Assembly of the Assembly.
First, the Chairman of the Economy, Finance, Budget and Plan Committee Eroğlu CANALTAY, officially read the report on the draft.
Then CTP Deputy Devrim Barçın took the floor on the bill, stating that the 2023 Fiscal Year Budget Draft Bill should be prepared in accordance with the Public Financial Management and Control Law. Barçın said that the budgets of the institutions should also be included in the bill.
Barçın stated that there are serious problems regarding personnel expenses in the 2022 Fiscal Year Budget Draft of the Bayrak Radio and Television Corporation, and also noted that the institution employs “part-time” personnel in violation of the law.
Explaining that according to the labor law, those who work outside of normal working hours, whether in the private sector or in the public sector, should receive a payment accordingly, Barçın pointed out that those who work irregularly should also receive irregular overtime allowance.
Pointing out that BRTK is a state institution, Barçın noted that budget appropriations should be prepared according to the rules of the Labor Law.
Stating that there are employees in the institution who are currently employed part-time but working full-time and who have not received overtime for 9 months.
Barçın also stated that insurance investments are not made on real salaries. Barçın stated that in this way both the Social Insurance and the pension rights of the employees were stolen.
Devrim Barçın demanded that this be accepted as a notice by the Ministry of Labor and that investments be made over the real salaries of BRT employees.
Emphasizing that what was done was a crime, Barçın called on both the employees and the union to seek their rights.
Barçın, who also repeated the situation of the janitors in the hospitals, argued that the state employs illegal and unregistered workers, and stated that if anything happens to the janitor working in the hospital, he will not be able to receive service from the hospital where he works.
Noting that the new collective agreement, which expired on December 31, 2021, was not signed despite the agreement with the Ministry of Finance, Barçın requested the Ministry of Labor to act as a mediator between unions and employers.
