Minister Öztürkler stated that there was a serious atmosphere of uncertainty regarding the municipalities in the country when he took over the task, and a certain strategy was followed to overcome the problems such as the election date, the authority problems due to the expiry of the terms of the mayors and headmen.
Stating that progress has been made in these matters step by step without creating chaos in the country, Öztürkler said, “You know, after a busy work last week, our Administrative, Public and Health Affairs Committee accepted the “(Special) Law on the Unification of Municipalities” with a majority of votes and sent it to the General Assembly of the Assembly. he did. Unification is one leg of the reform, in fact, I have repeatedly said that the regulations that constitute the most important leg of the Municipalities Reform, which I have emphasized since the first day and showed my sensitivity on this issue at every opportunity, is the Law on Municipalities No. 51/95.”
FROM THE FIRST DAY, WE RELEASE A RESOLVED WILL FOR THE LEGALIZATION OF THE 51/95 MUNICIPALITIES (Amendment) Draft Law
Saying that we know that there is a great deal of agreement on the Law on Municipalities No. 51/95, Öztürkler said, “This law did not come into existence in 4-5 months. For a very long time, discussions have been made on the draft 51/95 Municipalities Law, many issues have been studied before and have been brought to a certain point. We have fulfilled our responsibilities at the stage of completing the missing or essential issues according to the new conditions, and we continue to do so. When we look at the shaping process of this law from past to present; There are contributions from the main opposition CTP, People’s Party and UBP.”
Emphasizing the importance of putting forward a determined political will in order for municipalities to have stronger financial and administrative structures, which is essential, Öztürkler said, “We demonstrate this will on the basis of social benefit in the name of change and progress. This is a test of sincerity, the issues discussed in the committee are witnessed by both union officials and committee members. I sincerely request everyone to follow this process carefully. “I want our people to know who put in what effort to pass the law,” he said.
Minister Öztürkler, who stated that the unions, municipalities and the opposition are also sensitive to this issue, and that in fact all deputies work in committees without a summer vacation this term, the deputies of all our parties did not have a summer vacation this year, committees were worked intensively. In this context, I would like to thank them. I hope that this important law will be passed unanimously by showing sincerity and political will together.”
Emphasizing that it is not possible to move forward with the old law, which has not been updated for more than half a century, Öztürkler stated that it is essential to regulate the old law that almost clogged the windpipe of our municipalities, prevented major projects from coming to life, and could not meet the current conditions and needs.
Öztürkler said, “When the municipality reform is mentioned; From the first day, I said that we knew the urgency of the 51/95 Municipalities Law, and that we would take steps and show willpower for the legalization of this bill, which is as important to us as the unification of municipalities. Now is the time to work together on this issue and pave the way for our municipalities.”
“foreigners who will pose a threat to public safety will not be allowed to enter the country”
Reminding that he had previously stated that serious steps would be taken to take necessary legal actions against foreigners who threaten the security and peace of the country, involved in crime and accustomed to illegal life, and to ensure registration in the country, Minister Öztürkler said, “I would like to express that I am at the point of zero tolerance on this issue. This country has its own laws and rules. If you want to stay here, these rules must be followed.
Stating that they are working diligently on both ensuring registration and fighting crime in the country, Öztürkler said, “Serious studies are being carried out in this regard in consultation with our General Directorate of Police and Security Forces, in line with their reports and within the framework of the studies we have done in our immigration system. As of last week, I can say that nearly 1000 foreigners were deported from the country,” he said.
Pointing out that the main thing is the control at the entrance to the country, Öztürkler explained that the list, which was also reflected in the press and includes sensationalist names, was evaluated in line with the reports of the General Directorate of Police, Security Forces and related stakeholders, and that they were banned from entering the country.
Öztürkler stated that the e-Visa application will also make a very important contribution in this context, stating that the legal and technical steps of the E-Visa work have been completed and the next step is in the budget part, and the Prime Minister also announced that he supports them in this regard.
Explaining that they are working to prevent the entry of foreigners, whose names are mentioned with organized crime gangs and who have been involved in crimes in their country, to the TRNC, through strengthening our immigration systems, putting integrated systems into operation, and strict controls on entry to the country, Minister Öztürkler said: will not be given. I would like to renew that I am determined on this issue”.
THE NEW Immigration Amnesty WILL ENTER INTO FORCE IN THE COMING DAYS.
Making statements about the Immigration Amnesty, Öztürkler stated that the scope of the recently issued Immigration Amnesty in the parliament was very narrow and the required efficiency could not be achieved for this reason. He stated that the New Immigration Amnesty will be more inclusive in the form of a general amnesty, and that it is an important step in terms of registering people who are illegal in the country, have to stay abroad or cannot complete their transactions in the required time.
Expressing that the New Immigration Amnesty will come into effect in the coming days, Öztürkler announced that the legal and technical work on the Immigration Amnesty has been completed.
Emphasizing that the Immigration Amnesty constitutes an important part of the work carried out to ensure registration in the country, and that it was not done randomly, Öztürkler said, “On the one hand, we deport foreigners who remain irregular in the country and are involved in crime. On the other hand, we are blocking the entry of people involved in crime in their country. We continue to work on e-Visa. As a complement to this, we are enacting a general Immigration Amnesty. I would like to express that the immigration amnesty of foreigners who have been sentenced for some reason in the country or who have been sentenced while abroad should be considered as a last chance.”
Öztürkler, on the one hand, we ensure the security of the country with the works carried out for public peace, on the other hand, we actually protect our values in the fields of tourism and higher education. In this context, the steps we take in the name of registration are very important for the future and development of the country,” he said.
ÖZTÜRKLER, “WE ARE YET NOT AT THE LEVEL I WANTED AND TARGETED”
Minister Öztürkler, who said that as the Ministry, we do not yet have the service network at the level I want, explained that there are problems experienced due to the lack of personnel in general, that he sees that this is not entirely true, that there are bureaucrats and personnel working with devotion, but the main problem is that we are behind digitalization and modern systems in the 21st century. .
Öztürkler, There is a word I always say. Talking is easy. Man is respected for what he produces. In the age we have come, I am saddened by the fact that in our units such as immigration, taboo and similar, citizens can access services and benefit from the service network. We are not yet at the level I aim for and want. Hopefully, our work will bear fruit in a short time. We will have put forward a good system when the citizens do their job directly without the need of anyone through automation systems to be established over the internet, not through someone else.”
